ESI's Gerald Knaus presented the latest proposal on how to deal with the humanitarian crises on the EU's Mediterranean borders – from the Aegean to the Central Mediterranean; how to replace the Dublin system for asylum with a fair European system that Germany, Italy, France, and Greece will all find attractive and which actually works; and how pro-European leaders might win elections on a platform combining empathy for refugees with control of irregular migration.
