Potsdam – ESI keynote speech on migration and domestic security

ESI’s Gerald Knaus was invited to give a keynote speech on “Asylum, borders, and the future of democracy” at the Friedrich Naumann Foundation.

He noted the sharp rise in asylum applications in Germany and Austria since 2020, linked to the collapse of the EU-Turkey agreement which had previously proven effective in reducing irregular crossings and demonstrated the potential of safe third-country frameworks. Gerald emphasised that introducing legal pathways alongside such agreements could save lives, disincentivise irregular journeys, and ensure compliance with international law.

He warned that inaction will only fuel right-wing populism and policies that erode human rights and democratic values. Instead, Europe must respond with solidarity, fairness, and coordinated efforts to share responsibilities and tackle root causes. Gerald concluded that a humane approach, backed by strong political will and adherence to the European Convention on Human Rights, is essential to prevent further abuses and safeguard the European project.
