ESI’s Gerald Knaus gave a speech at the German ministry of defence in Berlin. The event was help under the ministry’s ‘Matinée im BMV’ speaker series.

In his remarks, Gerald argued that Europe stands at a crossroads. War on the continent’s periphery, fears about migration, a precarious trans-Atlantic partnership, and the growing influence of authoritarian and nationalist forces are putting pressure on the achievements of the European integration project. Russia under Putin continues to directly and indirectly wage war on Europe, seeing a united Europe as a threat to its imperialist ambitions. Among Russia’s hybrid warfare tactics are its attempts to drive further migration from Ukraine with missile strikes, thereby seeking to deepen public fears on migration and benefit nationalist, pro-Russian political parties such as the AfD.

Gerald stressed that democratic forces must respond with more than harsh rhetoric, and instead lead by example. He noted for example the importance of credible migration policies, grounded in the rule of law and democratic values. He held out the 2016 EU-Turkey deal as an example, arguing for a similar deal between the EU and the UK. He also argued that democratic actors must speak more confidently about Europe’s achievements – highlighting how integration has created one of the world’s most prosperous and innovative regions, where countries that once fought wars now cooperate as close partners.

Following his speech, Gerald continued to discuss his ideas in a productive open-discussion with the assembled guests.
