Sandra Coliver Sandra Coliver (USA) is the Senior Legal Officer for Freedom of Information and Expression at the Open Society Justice Initiative, an operational unit of the Open Society Institute. Previously, she served as Director of the Center for Justice & Accountability, which tracks down human rights abusers who come to the US, brings civil lawsuits against them, and tries to get them criminally prosecuted. For more than two decades, she has managed or participated in human rights and rule of law programs in Central and Eastern Europe, Africa and Asia, including three years (1996-98) based in Bosnia, where she worked for the UN High Commissioner for Human Rights and the International Crisis Group. For six years, she directed the law program of Article 19, the Global Campaign for Free Expression. She clerked for the Ninth Circuit Court of Appeals, and worked as a public defender and private defense counsel in San Francisco.
